A quick though about your EMP thought.
A emp that would damage a city would require tremendous energy to create. so you can worry about your electronics while i run like hell from the explosion.
Do you even know how a emp damages electronics or any thing about induction?
The Rapid moment of a magnetic field will induce electricity & the circuity will over load and the chips will basically melt. That wont be a problem because a man made EMP would only be able to take out 1 city at a time and we will just replace the damages.
The only real damage of an emp that will damage the entire world would come from the sun.
