I would ask you to provide at least one shred of evidence because I am just not buying it.
Gasoline mixed with ethanol is cheaper, in the winter gasoline producers make a special winter blend and that blend is cheaper to produce. Another reason is because most refinery maintenance projects are done in the summer, making supply a bit tighter and hence prices a bit higher.
