16 sounds like alot right now just for seedlings, i would go more like 4-6 max right now. that will drop you right where you need to be.

You should have a 3 prong, needs to grounded. for saftey reasons, if you know what i mean.

Depends how far your unning it, i believe a 12 gauge is good to 20 amps. But i wouldnt even get close to that, but if your just runing a 400w ballast and a fan you should be ok.

I also prefer to start with 24 hours light, then each week take 1-2 hours off till you get to 18. Then when your ready to flower, switch to 12/12.

I would use CFL's for new borns, or some T5's. 400w is alot for those little sprouts, start with something smaller then work your way up. Or if you dont want, just keep the light 2-3 feet away from them.

You still wanna cover the window, so you get complete darkness. So when you switch to 12/12 cycle, you get that 12 hours of dark.

Yea, some kind of colling for it would be good. An enclosed 400w will get really hot if not vented correctly.

Ok, first thing is to get the ballast out of the grow area. Put it on the outside of the tent. Then also add a p.c. to the opening of your grow tube, if you have troubles mounting it, nothing some duct tape cant do. hope this helps, if you do this your temps will be right in a good range.

That kind of soil has plenty of nutes for about 3-4 weeks, then after that you must add nutes yourself. If you dont, you will be sorry in the long run. I personally use Foxfarm, but i add nutes at 3 weeks @ 1/3 strength.

Kinda looks like Nutrient deficiency, what are you feeding at this point? and how much ? what soil are you using ? whats your ph?
