I also have a 600 watt light and that's where I roughly had it with my seedlings you can judge the distance better when there a little older due to recognising signs of stress from the light but for now just hover your hand above you seedlings make sure it doesn't burn or feel uncomfortable

Speaking from my personal experience I have tried both 24 and 18/6 and me personally found 18/6 works best for me
