well, it depends on what your definition of "good enough" is. To me, no, thats why i use only the spectrally enhanced high output bulbs. However if you meant will they work then for veg it should be alright but i dont think i'd try to flower with it. you want red spectrum lighting in flower if...

get a high output spectrally enhanced hps bulb. they are not that much more expensive than normal ones and all i use to grow with and highly recommend them.(well, i got cfls for sidelighting, but i mean in the hid department)

i'd probably get a 600w and use a air cooled hood.(in fact i'd strongly advise to use one even if you go with the 400w. your soil and nutes sound good. when you first start feeding start small and work your way up. first one 25-50% strength of what they say on the bottle.
