I wouldn't worry overmuch. Cosidering how close you have to have a fluoro to a plant you're growing under it, one would think it couldn't have that big of an impact on your flowering buds however many feet away. Now if it was, say, a shaft of sunlight, then I might be worried...;-)

I agree, if you're only 3 weeks into flowering, you've got a minimum of 5 weeks to go still - do transplant if you feel they're too cramped.;-)
