She is nowhere near done.
If she is at 9 weeks of flowering something is off as you should have much larger buds.
She looks like 20-25 days IMO.
Are you sure your timeline is correct?
Pretty cool 420...what are your plans for her, long term?
Is the mother around at all or was she killed?
She will be harder to keep as she gets older but I am sure you know that.

They are stipules, sometimes called "spurs" and are on all mj plants. Not a sign of preflowers. The preflowers will show just above the stipules.

They look fine to me. Sometimes the initial leaves can show that kind of "browning" from the seed casing they were enclosed in. The new growth looks heathly and green.
Good idea to separate the seedlings ASAP into individual pots. Mylar or even flat white paint works great for the reflectivity...
Get rid of the blankets as they need circulation of fresh air.
Let the soil get really dry and crusty before watering again and no nutes for awhile.
Next, get some lights on those babies to fill them out.
Check out the various threads on cfls as a cheaper way to help your grow.

Be careful of clear containers as you do not want any roots exposed to the light--Some folks cover their clear containers with tape of some kind..
