go with econolight, you can get a 150 hps shipped for 25$. mount it so or remote wire it and set it up with a reflector or a tube. i forgot who it was but i stole/borrowed this idea from someone else on this forum, i just added a second bulb to kick the 150 to 300 and cover a little more room...

you can grow 2 mature plant easy, 3 considering ur planting a sativa dominant(ww). ur good wit the fan but ur gonna need some exhaust wit a 250w hps(hps for flowering, cfl's or mh for veg), besides that ur good to go a far as low budget. but wit hps youll yeild good. monitor temps important!
