they sent you the hydro one huh? USUALLY when companies make hydro and soil kinds the hydro isn't as potent as the soil kind. why dont you check the NPK ratio for the hydro kind then check out the soil kind. see if the hydro isn't as strong

personally i like the paper towel method. germinate your seeds in a wet paper towel, put the paper towel inside a ziplock bag and put it ontop of your cable box. the heat from the cable box will germinate them. make sure you put something underneath the ziplock bag so it doesn't get too hot...
