Those are high pressure sodium lights, but they aren't really for growing. They don't carry the full spectrum of lighting like most grow lamps do. They also put off a LOT of heat so they really aren't very useful for growing

Depends on how big they are when you should flip em. If your looking for 4oz per plant It's definantly doable. It's a little less than .75grams/ watt. But in 3 gallon pots? It'll be tricky!
