Yeah, to harvest every month you'd need to do an SOG type set-up. but if you can grow 4 plants you should easily be able pull that every harvest if you know a little bit about growing and you have a good strain. Decent growers pull 1-3 ozs a plant good growers even more.

Get the HPS, it will be well worth your while. Run a decent fan with that and you should have no problems with a 400 watter with that tall of a space.

70 watts isnt much..id veg one strong mother at a time, spend a couple hundred bucks on a dank 400, 600 or 1000w HPS and clone to as many as you can and flower them straight from clone in an SOG type set-up...you should be able to pull a decent yield this way...flourescents work to an extent but...

Yes, many new growers make the mistske of over-feedong, especially in the last few weeks. If you feed strong nutes too late your buds will taste like fertilizer and be harsh. Lay off the nutes the last few weeks and let her finish.
