If you haven't fed it anything, I would suggest giving it some nitrogen rich nutes. Honestly, I'm not sure if it'll recover but it won't hurt to try. Good luck.

What have you done to it that could have stressed it? It could still be genetics but we need more info to answer your question.

I just have one fan pointed at the hood and a fan blowing on the plant. It usually doesn't get above 80f in there. yeah, I use that an two other bulbs. Both are 56w spirals CFLs. All in all I have a little over 200w running.

Nice! I love peppers, especially Anaheim and jalapeños. I plan on doing some Carolina reapers peppers which, I guess are supposed to be the hottest pepper in the world. I did some ghost peppers last year and they were insanely hot.

It also looks like one of your plant went into flower and back into veg? That could have been intentional or it could be your problem. Has your light schedule been changed or altered?

Wait at least until the cotyledon leaves die off. They've still got their own nutes stored up to get them through the first couple weeks.

Absolutely, you can use CFLs the whole way through. I would recommend getting 1 or 2 40-50 watt 2700k CFLs, as they'll work better in getting dense buds than a 20w.
