Sounds like spider mites. They're an extreme pain in the ass, they'll mess up your whole crop. There is various products out on the market. The most effective is a sulfur burner.

You can raise the temps significantly if you undo the cool tube, and just use it as regular light. Still keep your intake and exhaust going, but you should get a speed controller for your blowers. Lower the speed of the blowers until your temps stabilize.

You should raise that light up about 12-16 inches. When plant leaves are that young theiy're extremely sensitive, you'll do more harm than good. Once you get your second set of true leaves, you can lower the lights to where you have them.
