If you can afford hydro then go for it. You would get bigger yeilds. It's not so complicated, soil can be as much trouble if not more when growing lots. Drip, ebb&flow, dwc are all good for vegetation. I have my self a ebb table a dwc tub and few dirt grow... and i would say DWC is the way to...

Watts are watts but when it comes to 400w CFL vs. 400w HPS the HPS will throw out more lumens wich is what the plant absorb .... The more light without heat you have the better the results... No HID means High Intensity Discharge. They are probably Metal Halide lamps... But you still can use MH for growing your plant.... The ideal is MH for veg and HPS for flower BUT you can use BOTH in BOTH stage of the plant.
