Honestly your whole plant is affected, not just your top leaves. Looks like they are thirsty more then anything else. Best to wait for more opinions!

You have the right idea with the clothes pins but try using pipe cleaner next time instead of rope, it will make lst quicker and easier.

Top leaves being curled could be multiple things, for now do as you said and move the farther, but please post pics so we can give proper advice

If you're going to buy hid don't waste money on the lights you have shown. Get the hid immediately and put those girls under some mh lighting

A heat light does not provide the proper spectrum to grow your girls, do NOT use it. If you're on a budget get full spectrum cfls and upgrade to led or hid when when you get the opportunity.

I personally would have started with the led aswell. Put it about 20-22" above plants, wait a day or two and adjust from there.
