If you're gonna use a 400 watter, I would let them get to the three feet you mentioned. You would get maximum yield that way.

I had the same humidity you had. I bought a cheap small room humidifier from target for 16 dollars. It holds a gallon of water and I fill it every night. Keeps my humidity about 60% or so.

you can get a small room dehumidifier from walmart for like $40-50. Put it on the lowest setting. I'm the opposite of you, though. I have to humidify my grow hut. If I don't, I'm at 20-25% humidity.
