I would say not nearly enough light. That one small cfl would be ok for vegging seedlings or clones.

Guessing yield is nearly impossible. Using methods to increase yield are all over this site, but for a 250w, using a scrog or some type of LST might work best. With 250w HPS and some supplemental cfl's I pull around 120-200g depending on strain and conditions.

That was done with LST during veg which allowed the lower branches to get vertical before the flip. Still topping and scrogging will produce better results

IME when a branch or plant is bent, tied, or pinched over, the first part to go vertical is the apex tip. Are you not using a screen? When you flip the plant back over without any tying or bending, you will just end up with a vertical plant with a big "wow" bend in its stem. Similar to this...

Thanks for the post. I start with the lowest section about a week before flower and then identify the strongest branches and cull the rest over the first 14 days of flower. After that I just remove the stragglers and fan leaves that get in the way.
