This is completely grower preference. Some feed every single watering. Some do not. I like to feed all the time but i use much less then folks who feed/water/water.

If you feel like Mg is the problem or Ca then yes , i would run some in the soil. You cant really go wrong with runfros advice. 1/4 teaspoon wouldnt hurt them if there is already plenty in the soil but it will help a LOT if there is none in the soil....

Going from 19 watts to a real light is going to be a MAJOR change for you. You will have to adjust accordingly. "droopy" already sounds like too much light without even looking.....

They will stay yellow even after the issue is fixed....be patient.
