Help my leafs are droopin after transplant.

Suggest foliar spraying 1/10 H202 to water, (to keep her alive while providing oxygen reassuring your not overwatering a plant that needs to get adjusted) feed one more time, when you feel time is right then top wherever you feel is low enough for her to start. section #2

To wipe , or not to wipe Neem oil, that is the question ?

If you have the patience maybe do so by using a small piece of cardboard in areas to protect buds sites from being sprayed also you would have to spray as the sun/lights come down. If was forced to wash my buds I wouldn’t smoke em but maybe turn that plant into dry ice hash.

Question about transplanting large rockwool cubes to soil ?

Wet medium is a wet medium and should probably hold of on Transferring. Watering too soon as well maybe instead keep them alive by foliar spraying Water with 1/10 diluted ratio h202 in between waterings during veg cycle.

Help my leafs are droopin after transplant.

Yes sir, Once leaves perk up give an extra day or two, could be that the medium was to rich also so plant needs time to adjust. Last thing you want to do is overwater in a pot that size.

Depends how long you veg plants, plants finish but maybe not give you what you expected. Soil, I would suggest week two of flower top dress with down to earth fish bone meal and langbeinite for yield and umph
