leaves shading bud sites

Honestly, i don't think you'll get MUCH output from the red diodes, but they will definitely help. And you can definitelly try to just run the whites, and it will for sure grow bud

Your 40% humidity is working in your favor... As long as there's enough airflow and water for the roots you should be fine even if you hit the low 90's for a couple hours...
But regarding your question, i advice you against using the CFL's at all, they suck pretty bad... You're better off...

Make sure you don't reach 35C(95F), that's the trouble zone.
As long as you get your airflow dialed in, and keep your humidity levels below 60% (which is actually a little high for flowering) you should be good.
I've used them a lot, and i think its your water...
I get 7.0 water with less than 150ppm, i know for sure i can use a teaspoon of Maxi per gallon and the PH will be perfect every time...
Something you could try is buffering the water BEFORE adding the maxi, PH UP after nutrients tends to...
