I was a security guard in DC for about a year when I was in grad school. My starting salary was higher than that of the DC metro police. My training lasted two weeks.

This man might not last as a cop, he may not be asshole enough.
His conscience will get to him and then he'll have to quit once he wakes up to the truth that many of the orders he follows don't protect people, instead they protect the masters that pay him.
He alone is responsible when he chooses to enforce victimless crime laws. "Just doing my job" is a lame excuse, sooner or later if he finds the courage, he'll quit his job or maybe he'll just turn into a rationalizing douche like his mercenary co-workers.
I wonder if he gives people "hugs" before he arrests them for a victimless crime? Can't have it both ways.
