idiot and should refrain from giving out legal advice.
First off it is the Crown that lays charges, not law enforcement. An officer, or anyone for that matter, can lay an information against a person and it will be up to the Crown to proceed with charges in the courts.
Second it is the truly sick who go scott free as you put it and not actors putting on a song and dance to get a script that allows them to continue peddling bunk. Truly bad con artists are easy to recognize through written word since theirs is mainly incoherent and unintelligent.
ACMPR isn't a problem and is far better than all previous systems the government has used for registration. Was much faster, less paperwork and most of all, relieved the anxiety of questioning legitimacy especially around MMAR. All those who think their old MMAR is still valid can think what they want but they should figure out that it would only provide a defense once you are in court.
Have fun paying the legal fees and going through all the hassles till you get your day in court. Then hope you get a sympathetic judge/justice that isn't government friendly that day to let you off with instructions to go file your ACMPR paperwork.
