Personally, I think the answer is going to be different for different people.
Variables will be....
Cost of electricity.
Cost of bulbs.
What your crop is worth.
What I,m trying to say is if your bulbs are $10, your electricity is $1/KwHr and you are producing 2 Kilos every crop, it makes a lot more sense to change every grow than if your bulbs are $100, electric is 2 cents and you're getting an ounce a grow.
This is true .... Having the knowledge of how much lumens is lost throughout a bulbs life is helpful info to inform that decision. If youre only losing 2% in 18months growing it may be just as easy to lower the lights 2-3".

edit;
I would state that bulb depreciation isnt just measured in lumens output but also a loss in spectral output.

Until it goes out... then you get a new one.. Just like every other light builb in your house.. you are growing pot.. nothing more.. and its easy

 you can use graph A as a plant deterioration chart, the plot shows your growth from crop 1, and just before your bulb goes ping you're only using 80%, why would you not put a new bulb in every 6 months and have great quality bud for literally pennies......

thanks goes to moebius for the info

You can show me graphs, pictures and manufactor specs....the point still remains I notice a difference in overall size when I have left my bulbs too long. I replace 6 at a time every 3 mnths like clockwork.

Your overall quantity is worth more than a few bulbs. My yearly costs for bulbs is about $5k but when one plant is worth $2500 it is just a good investment to me.

I use 2 600's hps and i change my bulbs after every grow.always use grolux aswell.think for the amount bulbs cost (25gbp) why not?plus you lose the chance of having one blow out on you halfway through which is never good
....Shit, I wish they were 400 watters, I'd say if thats the case, send them over to me then and I can get a couple years outta 'em

until it significantly loses it's intensity or burns out. i use a cheap light meter to test intensity. i prefer lumatek ballasts and bulbs. the dial a watts are nice. if its a hotter day in the summer time and you want to save money on your AC you can turn the wattage down. most of mine been running a year and a half and they haven't lost much intensity. i'll probably get new ones in about a half year or so though. always keep old ones for back ups though. never know when one will go or if a friend is in a last minute rush for one.

Lets examine this.

6 bulbs every 3 months = 24 bulbs

$5000 / 24 = $ 208.33

$208.33 - If you ask me that's a little much to pay for a single bulb. Its definitely worth you getting a light meter.

I personally wouldn't wait until it loses noticeable intensity or burns out. Its likely that by this point you're only getting 80% lumens output. .. Its good to hear you're not wasting stuff though.

I never knew Lumatek made bulbs. Ive just checked them out, they're quite expensive. ... I have to admit that when Im purchasing bulbs I really don't know which are the best or which ones to buy.... People on RUI will offer opinions but it would be nice to see independent data on spectrums, bulb life etc.
