I'm pouting8 weeks is way too long to not see any preflowers, may I ask what strain? Preflowers develop when the plant is mature enough to start flowering - regardless of the photoperiod. Switching to 12/12 will speed the process up, but you can actually get preflowers easily under 18/6 or even 24 hours of light. Of course this depends on genetics and environment...
Most outdoor plants should be loaded with preflowers right now, and flowering is still weeks away.
