budgets, both deficits and surpluses, are structural. obama can't just snap his fingers and make the most massive deficit in united states history disappear. to do so would be massively contractionary and counter productive.

While you're right about Obummer getting handed a $1.4T deficit, but you're forgetting that $700B of that was for TARP to bail out banks because those banks had been playing fast and loose w/ investments and affiliations/acquisitions due to repealing the
Glass-Steagall Legislation enacted in 1933 after such collusion had helped bring about the Great Depression.
9 years after Slick Wille signed the
Gramm–Leach–Bliley Act into law the 2008 meltdown happened.
Now the intervening 8 years of Shrub presidency had all the opportunity in the world to annul that act, enact tougher oversite to lending institutions, etc. and they didn't do it.
But the fault is shared, if not originated, by Clinton signing it.
That still leaves $700B+ completely and totally Shrub/congress and after 9/11, WMDs, Katrina, etc. comedy of errors we know they are completely responsible for that (quite a few of those same congress critters still effect legislation as of this time).
But opposite to the “structure” you cite, presidents are only affected primarily by their 1st years budget being decided before they are in office.
Presidents sign the budget, they don't make it. They can decline to sign it forcing congress to draft another proposal as they have for countless law proposals they have to sign into law.
If you believe they can't you don't understand the separation of gov't powers.
So Barry is on the hook for 3 years of $1T+ deficits adding to the already (through bi-partisan effort) horrific total.
Deficits are a yearly thing,
debt is (has become) forever.....and Barry has racked up the most, period.
