Because they have more people easily voting in the places democrats win is my guess. I would want to look at the data, but I'm pretty sure that is what is happening.

So say a state like Texas, Georgia or Flordia (huge populations in the south) force their cities to wait for several hours to vote, vs suburbs/rural areas taking minutes to vote, you can suppress the vote of the people who would vote democrat.

I am pretty sure that is enough to get the problem we have with the popular vote/EC thing. If those states wouldn't suppress their voters they would likely balance out better. I found some info about voting power by state gets close to what I am saying, but I couldn't find actual data to figure how to show exactly what I am saying.
