I think that fan will probably cover you so long as the room temperature (intake temperature) is consistently maintained below 75 degrees. This will help keep the interior of the tent beneath 80 degrees.
If you're just using CFL bulbs you have some options. I'd recommend doing some training in order to maximize the canopy width. LST is a very good option at this stage. Then you can veg for another 5 to 10 days if you'd like. Just focus on making sure you'll be able to maximize the use of the CFL bulbs as they have a very dismal casting distance and must be kept very close to the plant for efficiency.
You could simply flower now if you're not looking for all the hassle. Plant could hit more than 1.5 feet if it is a sativa.
