I understand your point, I really do. I AM working my way through school, and it's tough. Our legislators, who were elected by the people, decided it was worth enacting this credit to invest in college students. Once I'm done with school I'll be in a position to pay taxes for the rest of my life, which will partly fund the same programs that are currently helping me. I will pay back the help that my fellow citizens have given me through their tax dollars, and then some.Receiving money back you never paid in the first place (because your year end net tax liability was $0) is you taking money directly from someone else's pocket.

If such accounting existed, one of those many courts would have mentioned it in the decisions. You declared it was implicit, which is ludicrous. It's almost impossible to get a C in many graduate programs these days, regardless of the quality of your work. I will be 100% honest when I tell you I used a Pell grant my first semester. Otherwise, I was well paid to attend University. Those programs no longer exist though.
