Because most Americans don't want to wash dishes or cars, they don't want to be janitors and food pickers and busboys. Why? Obviously identity theft happens, but in the context of sending illegals here to overwhelm the system when the 'system' (in this case the IRS) is being defrauded much more by it's own citizens I don't see this as a strategy that could possibly pan out in their favor.
