a building inspector isn't qualified to judge or manage water quality. they have engineers to do that, not building inspectors who graduated from acme building inspection 6 week course.
your mayor appoints building inspectors in your town?? which town?
In Boston, you don`t dig, put up one ladder,bang in one nail, dump or strip anything without first a permit from the building dept. The job permit for a water project will have that first permit signed off at completion of the job, to do that you must present the full scale of the job from start to finish including results from the water test. the patches on the street the place you dumped you dirt, all kinds of things that have a fee and then they may invent a few for extra fees.
It`s all about the fees. The building dept is in City Hall. Smaller suburbs have one that bounces around from days to days when they`re open, but in town that office has a line out the door daily. There are several subs. working for the City Inspector because the scale of the city is too much for one guy.
If you do work not permitted, you will have to get it all strait before you can sell your home or building. Most of which is removing not permitted work and fines for it being non permitted.
I see no reason Flint Mi would be different. All cities have building codes.
