If you have no enemy to defend against it would save a lot of money, unfortunately in the world we live in the scum often rises to the top, even in America (Trump, MTG...). People are still governed by fear and hate, but generally speaking the better structured the democracy the less likely they will be in conflict with other such governments. Liberal democracy and the rule of law are our only way forward globally and our primary tools of survival moving forward because technology is empowering us so quickly and we must cooperate on several levels to survive as a civilization.
