The ridiculous title to this thread should have kept me away, but at least there are some sensible responses.
First off, calling the mentaly disabled "retards" is disrespectful...no matter how you (general you) want to bang your fists on the counter and lament "politically correctness".
Mad at someone for doing something foolish or stupid? Will ya call them a "retard"? Sure you will. And it's that fact that shows the glaring disrespect that that label implies.
Whether you like it or not.
One word denotes delibrate foolishess and the other word, mentaly handicapped, denotes a setback of mental faculties that one is born with.
Screaming and crying that the two words are only separated by the spelling is plain and simply wrong. It is our society that forms and sets these rules of modern civility. You can accept it's natural evolution and changes, or you can bitch and moan and pout and refuse to go along with it....but you are in the minority and it won't change a thing.
Common sense really.
And if you think I'm wrong or off base, then just answer this: If you were in front of a prospective employer, and you noticed that he/she had a helper with down syndrome, you are (if you have a brain in your head) very unlikely to make a statement such as; "hey, where'd you find the retard? I'm suprised they brought over the coffee without spilling a drop"!
Now tell me you still think the 2 words mean the same thing....and I'll show you who the real mentally challanged individual is.
Second...as to whether or not they should be able to, um, fuck...the answer is simple. It's what most of the caregiving population of these people have been doing, in some form or another, for eons. They are either prevented from doing it, or given some sort of birth control, based on their capacity.
For instance, if I'm responsible for my 35yo mentally handicapped daughter that has the mental capacity of a 10yo, no. I would not give her and another individual the chance to have sex. If she has more, then depending, they can do so.
I think the big question that's been raised, is should they be able to have children.
There's no easy answer to that.
But I do know one thing.
It should absolutely, positively, NEVER IN A BILLION YEARS, evereverever...be detirmined by our government, Federal or otherwise.
It's much better off in the hands of the parents, or guardians of each individual person. Not a perfect solution, but a good base to start off with.
