All a state of mind.....you can have all the funds in the world and still never achieve the quality of education as someone with unlimited will.I partly agree with this. I think it's up to the individual to want to learn, but there are some institutions (Oxford, Harvard, Yale, Stanford, MIT, etc.) where leading experts tend to congregate and teach students. Not only that, but being exposed to that sort of education and developing that sort of will to want to learn lies heavily on each individuals parents during their childhood.
