Your soil mix is way to heavy. Next time you mix soil add more perlite. With 30-40% of the mix as perlite you can avoid over watering issues and they will grow better. Could be slightly overfeeding them since they are in a soil mix with nutrients. I would stop feeding them until they are larger.

I use cfl's for veg, they work great. The plant does look like it needs N. I would check the runoff water next time you water it, look at the ph and ppm. It could just be genetics, some plants take longer to grow in to a decent sized bush.

You can give them more light once they start to have roots, about a week after taking the cutting. I wouldn't transplant until roots are coming out the bottom.

That sums it up. The longer you veg it, the bigger it will be, but it will take up more space.

You do not really need a carbon filter if you don't need to avoid detection. Yield will be mostly come down to genetics and growing method. Make sure you have a good canopy from those 24 plants before blooming them.
