Did you use a dedicated sprayer for applying the oil? Or did you possibly use a sprayer that might have been used for something else. too? It really looks like the results of being sprayed with some kind of herbicide.

pH issues....Nutrient lockout. Do a runoff test...Do several....It won't be 100% accurate, but it will indicate if you're in the ballpark or not. It worked for me.
