They're not standard spider mites. Mites live on the plant not in the soil, and they don't move fast. I've heard of these and I'll try to find a link to info.

Your room is 16 cu', that fan will change the air 6 times/minute. That's plenty. Use the highest wattage bulbs you can fit in those sockets.

For a small space like yours I personally would go with 120mm computer fan. Cheap, quiet, and economical.
