    besides airflow, the fans help make the plants move & that causes them to grow thicker stems so they can hold up heavier buds. I didn't use fans my first grow & had to stake up the plants to keep them from falling over.

    make sure your timer can handle the load of the heater. maybe run the heater on a low setting. a timer is a short term fix. you are still running dangerously close to the max on that circuit.

    Digital Ballast interference problems??

    the best RF shielding wont help if you don't have a good ground. when digital ballasts 1st came out several yeas ago, RF interference was common & the best solution was to properly ground the ballast and if needed replace the cords w/ shielded cable.
