They look fine, it's probably genetic. Some strains throw out lots of foxtails like that and then stack density on top of them. More foxtails = putting on more weight!

Pump on a timer. If you're not there how can you determine whether or not to water? You'll end up doing it at set times anyways so a pump should work well. A wick system would probably be easier and work as well too.

Your lights are pretty high. I run a 400w HPS and I usually keep it around 10 inches from the top of the plants. Maybe try lowering it down an inch a day and see if they respond. They don't look that crazy small for 40 days from seed by the way. It could just be a slow vegging strain or something.
