Slowly bend and put a scrog up high? I think I have 7 feet to lights. I can get them down maybe to 4.5 feet with a lot of work. I might be able to buy T5s and get 1/2 a foot to 3/4s of a foot.

Not to pimp but try Mighty Wash. It is supposedly good for Russets too. I was a skeptic and did not want to believe. I tried it on spider mites in Flower. Wiped em out. Or make your own. The only hard part is finding the carbon electrodes/anodes.

FYI - Dr. Doom is about $9. The Pyrethian TR (?) bombs are about $21 but they have about 10 times more pyrethian than Dr. Doom Beethoven is another one that is $24 or so.
