Perhaps with legislation making it illegal to perform an abortion unless the patient reported that it was rape or if the pregnancy presents an immediate health risk, no law enforcement would need to be involved and although some women could still lie to the doctors and get an abortion it would at least prevent some.

Take the funding from PP and give it to adoption agencys or to families trying to adopt to help with the costs?

What happened in the PA gubernatorial 2014 race is exactly why we'll see a Democrat win the next presidential election. Conservatives are soooo concerned about the fetus. Then when the child is born they objectify women that don't have the capacity to care for it and think that adoption will solve everything. Not for the woman that was forced to carry that unwanted pregnancy to full term.
