In the RC world this kind of plane is called a talon and several companies make foam versions, I have a smaller nano talon with a mapping camera bay, it cost about a hundred bucks when I bought it and it came with a prop, motor and a simple flight stabilizing flight control computer. This one looks like it is constructed of composite and has detachable wings, so does mine and it was sold as a backpackable plane. This one is bigger and can carry 3Kg payload, good enough with a shaped charge to kill anything on the battlefield, including a tank. It should be cheap to produce too and most parts can be bought online. It's electric propulsion that makes all the difference these days, no need to try and start a noisy gas engine, just hit the switch and toss it into the air with the FC set to auto launch mode, or catupult it, or launch it from a moving half ton, if it has a heavy payload and needs more grunt to get off the ground.

Several million will buy a thousand or more of these Chinese drones that can probably be configured and upgraded to carry 20kg of HE or more several hundred miles autonomously using GPS. They cost around $15K or so, probably much cheaper in large numbers, and are gasoline powered. So, a wealthy person or crowd funding organization online could pull it off.
