And from my reading of the history of science in the 20th century, most scientists who stayed on with the Germans were driven by loyalty to Germany and not Hitler. I have spoken with some of them myself, and almost to a man they despised Hitler while still feeling a national duty.

Science is a process, not a person. Science is not some sort of entity or organization, it is a method. Anyone who subverts science is corrupting it, and should be held accountable. By that same standard, herbal remedies can not be allowed to make claims they can not demonstrate scientifically.
Where it isn't the scientists' fault, it's rape (to be misused in a policy debate).

To what effect? Japan at the time was not an open society. The situation and outcome was comparable to the Nazi experiments on humans (to which OGE alluded) who were classified as subhumans.
