2. A series of well coordinated incidents will be planned to take place in and around Guantanamo to give genuine appearance of being done by hostile Cuban forces.
a. Incidents to establish a credible attack (not in chronological order):
(1) Start rumors (many). Use clandestine radio.
(2) Land friendly Cubans in uniform "over-the-fence" to stage attack on base.
(3) Capture Cuban (friendly) saboteurs inside the base.
(4) Start riots near the base main gate (friendly Cubans).
(5) Blow up ammunition inside the base; start fires.
(6) Burn aircraft on air base (sabotage).
(7) Lob mortar shells from outside of base into base. Some damage to installations.
(
Capture assault teams approaching from the sea or vicinity of Guantanamo City.(9) Capture militia group which storms the base.
(10) Sabotage ship in harbor; large fires -- napthalene.
(11) Sink ship near harbor entrance. Conduct funerals for mock-victims (may be lieu of (10)).
b. United States would respond by executing offensive operations to secure water and power supplies, destroying artillery and mortar emplacements which threaten the base.
c. Commence large scale United States military operations.
3. A "Remember the Maine" incident could be arranged in several forms:
a. We could blow up a US ship in Guantanamo Bay and blame Cuba.
b. We could blow up a drone (unmanned) vessel anywhere in the Cuban waters. We could arrange to cause such incident in the vicinity of Havana or Santiago as a spectacular result of Cuban attack from the air or sea, or both. The presence of Cuban planes or ships merely investigating the intent of the vessel could be fairly compelling evidence that the ship was taken under attack. The nearness to Havana or Santiago would add credibility especially to those people that might have heard the blast or have seen the fire. The US could follow up with an air/sea rescue operation covered by US fighters to "evacuate" remaining members of the non-existent crew. Casualty lists in US newspapers would cause a helpful wave of national indignation.
4. We could develop a Communist Cuban terror campaign in the Miami area, in other Florida cities and even in Washington.
The terror campaign could be pointed at refugees seeking haven in the United States. We could sink a boatload of Cubans enroute to Florida (real or simulated). We could foster attempts on lives of Cuban refugees in the United States even to the extent of wounding in instances to be widely publicized. Exploding a few plastic bombs in carefully chosen spots, the arrest of Cuban agents and the release of prepared documents substantiating Cuban involvement, also would be helpful in projecting the idea of an irresponsible government.
5. A "Cuban-based, Castro-supported" filibuster could be simulated against a neighboring Caribbean nation (in the vein of the 14th of June invasion of the Dominican Republic). We know that Castro is backing subversive efforts clandestinely against Haiti, Dominican Republic, Guatemala, and Nicaragua at present and possible others. These efforts can be magnified and additional ones contrived for exposure. For example, advantage can be taken of the sensitivity of the Dominican Air Force to intrusions within their national air space. "Cuban" B-26 or C-46 type aircraft could make cane-burning raids at night. Soviet Bloc incendiaries could be found. This could be coupled with "Cuban" messages to the Communist underground in the Dominican Republic and "Cuban" shipments of arm which would be found, or intercepted, on the beach.
6. Use of MIG type aircraft by US pilots could provide additional provocation. Harassment of civil air, attacks on surface shipping and destruction of US military drone aircraft by MIG type planes would be useful as complementary actions. An F-86 properly painted would convince air passengers that they saw a Cuban MIG, especially if the pilot of the transport were to announce such fact. The primary drawback to this suggestion appears to be the security risk inherent in obtaining or modifying an aircraft. However, reasonable copies of the MIG could be produced from US resources in about three months.
7. Hijacking attempts against civil air and surface craft should appear to continue as harassing measures condoned by the government of Cuba. Concurrently, genuine defections of Cuban civil and military air and surface craft should be encouraged.
8. It is possible to create an incident which will demonstrate convincingly that a Cuban aircraft has attacked and shot down a chartered civil airliner enroute from the United States to Jamaica, Guatemala, Panama or Venezuela. The destination would be chosen only to cause the flight plan route to cross Cuba. The passengers could be a group of college students off on a holiday or any grouping of persons with a common interest to support chartering a non-scheduled flight.
a. An aircraft at Eglin AFB would be painted and numbered as an exact duplicate for a civil registered aircraft belonging to a CIA proprietary organization in the Miami area. At a designated time the duplicate would be substituted for the actual civil aircraft and would be loaded with the selected passengers, all boarded under carefully prepared aliases. The actual registered aircraft would be converted to a drone.
b. Take off times of the drone aircraft and the actual aircraft will be scheduled to allow a rendezvous south of Florida. From the rendezvous point the passenger-carrying aircraft will descend to minimum altitude and go directly into an auxiliary field at Eglin AFB where arrangements will have been made to evacuate the passengers and return the aircraft to its original status. The drone aircraft meanwhile will continue to fly the filed flight plan. When over Cuba the drone will being transmitting on the international distress frequency a "MAY DAY" message stating he is under attack by Cuban MIG aircraft. The transmission will be interrupted by destruction of the aircraft which will be triggered by radio signal. This will allow ICAO radio stations in the Western Hemisphere to tell the US what has happened to the aircraft instead of the US trying to "sell" the incident.
9. It is possible to create an incident which will make it appear that Communist Cuban MIGs have destroyed a USAF aircraft over international waters in an unprovoked attack.
a. Approximately 4 or 5 F-101 aircraft will be dispatched in trail from Homestead AFB, Florida, to the vicinity of Cuba. Their mission will be to reverse course and simulate fakir aircraft for an air defense exercise in southern Florida. These aircraft would conduct variations of these flights at frequent Intervals. Crews would be briefed to remain at least 12 miles off the Cuban coast; however, they would be required to carry live ammunition in the event that hostile actions were taken by the Cuban MIGs.
b. On one such flight, a pre-briefed pilot would fly tail-end Charley at considerable interval between aircraft. While near the Cuban Island this pilot would broadcast that he had been jumped by MIGs and was going down. No other calls would be made. The pilot would then fly directly west at extremely low altitude and land at a secure base, an Eglin auxiliary. The aircraft would be met by the proper people, quickly stored and given a new tail number. The pilot who had performed the mission under an alias, would resume his proper identity and return to his normal place of business. The pilot and aircraft would then have disappeared.
c. At precisely the same time that the aircraft was presumably shot down a submarine or small surface craft would disburse F-101 parts, parachute, etc., at approximately 15 to 20 miles off the Cuban coast and depart. The pilots returning to Homestead would have a true story as far as they knew. Search ships and aircraft could be dispatched and parts of aircraft found.""

Let me first let you know that I didn't start the militia that I'm in. I found the militia because word of mouth.
It depends on where you live and what the peoples dispositions are like. If you live in a big city than you might have a harder time finding your local militia (if one exists). (Gangs and militia are two different entities.) If you live in the country and you are close with your neighbors than you might have an easier time starting a militia. (It depends on your community)
Information is key and the truth is contagious. A militia will not form if people don't understand what the problems are. My militia actually informed the police, local radio stations, local news papers, local schools and just about every local pertinent entity. You can inform them via email (or phone if you want) with any links that you know to be true. You don't want to spread false propaganda, so make sure you do your research on most (if not all) facts presented.
Another thing you could do is go to make signs out of poster board and post them places. If your really interested in starting your own militia you could post your phone number at public boards and state your peaceful intent.
Maybe the best thing to do is making sure you inform your local police (anonymously, if you want), firefighters, schools, radio stations and etc. Persistence pays, so don't be shy to resend the same information a handful of times to the community.
Actually, I heard talk about my local militia through the radio a couple weeks ago. A pastor from a church was informing the public about current events and was recruiting men. He was mildly coy with his intentions, but the underlying principles where there. He was talking about RON PAUL and how the second ammendment was put forth to keep the gov't in check. He was also talking about the militia and was inviting everyone to his church. Basically he was informing and recruiting.
So, you could check out your local churches and talk to them. If they aren't informed than you can inform them (giving people the links help because there is too much info to remember and recite).
People have to learn things in order to know it. Many people are ignorant, but those which are mildly astute can make the correct deductions when presented with the right infomation. Remember that the militias intentions are not radical, but rather a conservative truth revolution that protects our constitutional rights that are being taken away by the gov't in the name of "your protection and security".

After reading the posts here I feel like I should interject some comments. Why I don't know, its kinda fun I guess as I know I will not change anyones mind and it will be mostly ignored or enrage. But here we go.
War in Iraq.
There were actually legitimate reasons for ousting Saddam Hussein, whether or not we should have or not will be a topic of discussion for a loooooong time. He did have poison gas and used it. I guess many people believe he gave it up because we or the UN told him to. There is a reason American gestapo agencies 'raid' unannounced at 3 am, to prevent the evidence from being destroyed. If I were Saddam the first thing I would do would be to get rid of any evidence and hide until world opinion force the withdrawal. He tried that. He did fire surface to air missiles at US aircraft patrolling the 'no-fly' zones on a regular basis. (not to worry they were only military personnel).
He did plan to assassinate a former US President.(no problem there it was only another Bush). He gave money to Hamas suicide bombers for killing women and children, (its ok, they were only jews). He not only invaded Iran but Kuwait to blackmail the west with oil. (Kuwait was really stealing Iraq's oil). It may have been the right thing to do, but not the wise thing to remove him. But we are there now and have to do the best we can. And defeat and retreat is not the right thing. We hid on our bases for to long before the surge, and its working and will continue to work if not derailed by the foolish Liberals trying to garner political support. Then we can leave, and after being in Iraq for 3 years I can promise the Americans want to come home for good.
I was injured in 2004 and flew back to the States on a 141 with a bunch of blown up Marines, I didn't hear any of them whine like I read on these posts. They were Marines tho, being an ex-dog I have to give them my respect. Finish the job and yes there is an end game to this whether or not you want to believe it or not.

I seen on Al Jazeera a mullah proudly proclaiming that Africa would be all muslim. I personally think that Europe will get there first. With over a billion Muslims, only 1/2 of 1 percent is a sizable number, if that many were extremist we are in for trouble.
To ignore or pretend it has no impact on the US is extremely unwise. I am not a big fan of 'globalization' but it seems that it is happening anyway. And we have to be prepared for the consequences.
Torture
I guess 'waterboarding' is a horrible torture. Simulated Drowning. I wouldn't want to be waterboarded, but lets be real here. Being really scary? I have heard that torture doesn't work. Hmmm, it depends on the expectations of the torturer. 'Are you a witch?' not going to work, hell ya I'm a witch, just stop stretching me.
Torture for the purpose of breaking someone spirit and beliefs had marginal success, but not much. (like watching CNN). But torture for information has had great success, used thru out history, the most recognizable would the the "Red Hand" sent by Mussilini to rid Sicilia of the mafiso. Look it up, that is REAL torture. I do not advicate torture, but don't BS me with expert opinions. But I gotta think about 'being really scary' as real torture.
Ron Paul
I see people here who really support Ron Paul, and I have reasons to like many of the things he says, but have misgivings about others. I don't have absolute disdain for him like I do the 'new, liberal, democratic? party'. With their Politburo style of super delegates. And basically everything about them. NO NEW TAXES. I could go on and on and on what I don't like about the Socialists, it would take a book tho.

I support Bush is most things, I think he has made some errors. But all of the woes of the country? Everything? Wow thats a lot of power. I got a hangnail, did Bush do that to? He made Katrina and force it to hit New Orleans because he hates black people? Wow a weather machine. It created the economic downturn, all by himself, wow. The economy goes in cycles, it also regional. Manufacturing states have been suffering for a long time now. Since the 70's really. Its everyone fault, basic greed by all, unions, big business, developers, tax happy govts, local, state and federal, Insurance companies, sue happy lawyers like John Edwards has forced companies to move off shore. Obama's corp tax plan is more incentive to leave the US. I'm no fan of big business but they hire a lot of people. NAFTA certainly not the reason. The blame game, its a killer. Instead of seeing the problem and trying to correct it, just blame someone else for it, then it will go away. Like congressional hearings for the oil companies, and it did what? Big oil is evil, always has been, (see Standard Oil of the '30's), they are no more evil now then they ever have been. No one cared when gas was cheap tho. So what does congress do after 6 months of suffering by people who need to get to work? They take vacation, good plan. We need to do everything to get this under control, drill now drill everywhere and find another source of energy, NOW. I like hydrogen myself, can't do it yet but at least try. But our back into it.

There were actually legitimate reasons for ousting Saddam Hussein, whether or not we should have or not will be a topic of discussion for a loooooong time. He did have poison gas and used it. I guess many people believe he gave it up because we or the UN told him to. There is a reason American gestapo agencies 'raid' unannounced at 3 am, to prevent the evidence from being destroyed. If I were Saddam the first thing I would do would be to get rid of any evidence and hide until world opinion force the withdrawal. He tried that. He did fire surface to air missiles at US aircraft patrolling the 'no-fly' zones on a regular basis. (not to worry they were only military personnel).
He did plan to assassinate a former US President.(no problem there it was only another Bush). He gave money to Hamas suicide bombers for killing women and children, (its ok, they were only jews). He not only invaded Iran but Kuwait to blackmail the west with oil. (Kuwait was really stealing Iraq's oil). It may have been the right thing to do, but not the wise thing to remove him. But we are there now and have to do the best we can. And defeat and retreat is not the right thing. We hid on our bases for to long before the surge, and its working and will continue to work if not derailed by the foolish Liberals trying to garner political support. Then we can leave, and after being in Iraq for 3 years I can promise the Americans want to come home for good.
I was injured in 2004 and flew back to the States on a 141 with a bunch of blown up Marines, I didn't hear any of them whine like I read on these posts. They were Marines tho, being an ex-dog I have to give them my respect. Finish the job and yes there is an end game to this whether or not you want to believe it or not.
