What you're doing is basically composting, although it will take longer without other types of material such as egg shells, melon rinds, leaves, regular old dirt, etc. Composting takes a while so I'm sure the stems you put in there don't exactly break down quickly, but I don't see it...

At day 17 it should be MUCH bigger. Something is obviously very wrong there. Looks like a 3-5 day old plant. Try transplanting it now, and maybe get a bit more than 130 watts to help it along.
