That's the part that is odd. Why would customs hold it? It's not illegal to import, buy or sell seeds in Canada. Customs has no reason to seize it. It's probably just delayed (they are backed up).

You definitely want the coco to dry out (not all the way though) but until you stick your finger 2" in and it's dry. Sounds like your overwatering (may not even be nute lock). Depending on the size of your pots, you can go days before you need to water again. Case in point, I have seedlings...
