yes, keep it within 2" of the top of your plant though. when they get big you will need 3-5 40watt cfl around the whole plant. (1 ontop, the rest side lighting) for vegging plants that size, 1- 40watt CFL 1-2" from the top of the plant should be fine for a while, until it starts growing...

I dont see anything wrong edit: other then that leaf deformity, but every marijuana plant will have deformed leafs at some point. its no biggie. 100% normal not every single leaf on a plant will be perfect.

any soil without added fert is good for light id reccomend a HID lamp ventilation is needed to control temps, and to ensure your plants are always getting an exchange of air. find out your temps between the tops of your plants at the light. and provide dimensions for the room for ventilation...
