You really want your whole plant to never drop under 70 degrees. Make sure you lift your pots up off the ground (maybe on a pallet or something, you can usually snag one from a walmart parking lot), so that the concrete doesn't make it even harder to keep warm. I'd recommend using a MH, or HPS...

18/6 is for veg, and 12/12 is to start flowering, after you start 12/12 your plants will start to show sex within 2 weeks.... When you start to flower all depends on the size of your plant, some strains can triple size during flowering so keep that in mind.

Why don't you upgrade your ventilation a bit just to be safe if its already hot with no lights? Definitely CFL, LED, or t5's though.
