No. You're thinking of the Defense Spending Bill. Trump can still veto it if he wants, but it has enough votes to override his veto.
The stimulus bill does not.

Every bill has that. It's called a rider. Or pork. They refuse to pass a bill unless they get their pet projects funded on the same bill so they can make money. It's done with every single bill that ever passes.
All that money isn't going to those countries or entities. It's going to "groups" that oversee it. That group will embezzle the lions share of the money for "operating costs" and that's how they all make money.
One of the most egregious examples I can think of is when the 911 victims support bill was held up over funding for a new bridge to a private island for rich people.

Im not going to pretend like I went line by line of a big ass bill. But I am pretty positive this also had all the government spending wrapped into it. And unless you do go through it line by line, and then check which politician added what to sign onto the bill it is just a complex issue that boils down to us needing to vote in better people that are not going to play games stopping everything from being passed until a crisis hits.
