400watt couldn't effectively cover that much space, but it could cover 4 plants. So I would try and get something like Panda film and use it to section of a portion of the room as the grow area. Try and get a vented hood, run Co2, and hopefully you won't have to run AC.

CFL simply stands for Compact Fluorescent lighting and we've all seen that CFLs can grow the good. Using HID now but when I used to grow with CFLs and fluorescent they always produced very nice buds, just not as dense as an HID but still nothing to complain about.

I've not used them personally, but generally the opinion around here is no. They always look real good on paper due to spectrums and what not, but they seem to usually fall short of HID in real life from what I've seen. That said I have seen a few ridiculously good grows around here using LED...

Not sure about lime, but dolomite lime is safe to use by itself from what I've always read (And done). Never have any lockout problems, but it does buffer around 7.0 so you want to add something that is also slightly acidic to bring the overall PH down a notch.

The leaves look like that no offense but because it looks to of had some growing issues. Yellowing and death from flowering is must more even and faded.
