Yes, that is the type of fan you need. Looks like you might have to do a little wiring to get it to plug into an outlet but it'll perform loads better than the other fans you're looking at.

If you don't plan on going HID and don't have the room for more CFL's, you should veg maybe another week or two and then flower them. You'd be surprised how it'll double or triple in size when the lights are changed to 12/12.

Nothing is absolute especially since this is really a strain-dependent answer. I doubt you'll need to go as high as 1400ppm but if if the plant wants more than 1400, give it more.

Why? With your height restrictions, I would have started them flowering LAST week. I started my TW on 12/12 at 10" and they are almost 4 feet tall and still growing. You're going to get a lot more than a foot of growth when you change the lighting, better start tying them down or topping...

Sounds like a long time unless you're trying to grow a tree. My plant in the picture was vegged for 4-5 weeks in hydro but you don't have enough light to support a plant that size, so I'd veg for a couple more weeks or plan on getting a lot more lights.
